Similar to #465 the keycloak-operator image also needs '-legacy' appended, otherwise it will fail to pull the non-existent 17.0.1

There are a couple of pull requests failing due to the format of the
commit message. That workflow was created to validate messages with the
proper Jira ID. Now that we move to GitHub issues, the workflow is no
longer required.
