Refactor create, reconcile and resume cmds

* Take ObservedGeneration into account in readiness checks where
  applicable
* Reduce amount of code (and duplicate GETs) by working with pointers
  where possible
* Improve logged messages to properly take resource names into account
  and better describe processes
