system wrappers now throw exception in case of error

rename functions:
	magit#utils#system -> magit#sys#system
	magit#utils#systemlist -> magit#sys#systemlist

exception thrown is 'shell_error'.

new functions, which do not throw an exception in case of error:
	magit#utils#system_noraise
	magit#utils#systemlist_noraise
