Tests: gate logging behind `DEBUG` env var (#4903)

* Add `DebugLogger` type for logging matrix-js-sdk to `debug`

* unit tests for DebugLogger

* Use `DebugLogger` in some tests

* Use `DebugLogger` in rust-crypto.spec
