make the alert rule better represent the alert

This reverts commit e0358a4b.

* Update the pinned kube-prometheus dependency in jsonnetfile.lock.json: `jb update`
* Generate dependent *.yaml files: make generate

Update grafana dashboards and prometheus rules from kubernetes-mixin
