fix(monitoring): Fix cloudwatch datasource UID

This patch forces a fixed datasource uid, in order to make it
usable in Dashboards as code setups like the current cluster is
using. Since Grafana struggles with dynamically discovering
datasources that are not THE default datasource, despite being
used by different types
