feat(query-exposer): Add first draft of go application

This patch provides a simple go application that allows to
expose a single prometheus query, that exposes a single value
as an HTTP endpoint. While it sounds silly, this should be
enough to help with informing client software disconnected from
the cluster about the current status with alerting without
exposing more than the absolutely minimum amount of
information.
