v3.21.4 is a rebuild of v3.21.3 to fix build metadata.
v3.21.4 does not have corresponding OpenStack deb / rpm packages.

Please note that the directory structure of release-v3.21.3.tgz has changed slightly as a result of including additional artifacts previously only present on microrepo releases.

Also note that some binaries are now available through release-v3.21.3.tgz or directly on the Calico release, rather than on the sub-component repositories as has been done in the past.
