CI: add commit hash to release notes

Alexander Wellbrock requested to merge w4tsn/infrastructure:ci/enhance-formatting into master

Adding the commit hash causes them to auto-link on gitlab CI. Useful to trace back / look into specific commits of a release. Convenience feature.
