chore(gitlab-runner): Disable untagged running

Currently untagged jobs on K8s often fail due to restrictions on the
ability to create subsequent containers. As a result more jobs fail,
which isn't fun. So here we go, most stuff will run on hetzner runners,
onless explicitly pushed to K8s.
