This patch migrates the previously separately managed helm chart into
this monorepo in order to profit from the already existing, unified
setup for chart and repository updates, as well as making sure, that
things keep being maintained.

Rook didn't fly properly and currently causes some issues with cluster usage,
therefore dropping it, should help to reduce load on the cluster.

This patch updates K8s to 1.23.16

After noticing that this breaks the webUI completely, this patch
restores the webui API endpoints in order to allow anonymous users to
view toots and profile.

This patch upgrades Mastodon to the the current version. This should
allow to use newer features such as editing of toots.

This patch also implements the needed adjustments to the helm chart and
allows to keep the behaviour of authorized fetch.
